More protection for Scots caravan-dwellers

The Scottish government is looking into how it can improve legal protection for those choosing to live in mobile accommodation.

Official estimates suggest that around 4,500 people - many of whom are elderly - live permanently on mobile home sites around the country.

The government is proposing a number of measures that could reduce numbers of caravan insurance claims, including strengthening agreements with site owners and creating minimum health and safety loopholes.

Launching the consultation, housing minister Alex Neil said: "If problems arise it is important that site owners and residents know what their rights are and that councils have the power to intervene when serious problems persist."

The proposals have won the support of homelessness charity Shelter Scotland, which has been campaigning for the issue to be addressed.

Graeme Brown, the organisation's director, urged the government to move quickly to ensure the changes are put in place "sooner, rather than later".

The English branch of the charity advises caravan-dwellers that their accommodation rights depend on a number of factors.

If the mobile home is classified as a dwelling - with water, electricity and other services - then the residence will be classed as an assured shorthold, assured, or regulated tenancy.
