A consumer group has branded the M6 Toll Road a costly project that has increased congestion at peak times and does not deliver value for money for caravan insurance policyholders and other motorists who use the road.

The Campaign for Better Transport's report found that the stretch of road built to relieve traffic jams on Birmingham's motorways has not delivered what it was supposed to and has lost its operators tens of millions of pounds each year since it was opened in 2003.

Campaigners point out that the Highways Agency has plans to invest half a billion pounds on hard-shoulder running between junctions four and 13 on the M6, although these will not be debated until autumn's Comprehensive Spending Review.

Caravan insurance customers and other road users were required to pay £2 initially but this has now risen to £5 for cars and £10 for vans, while motorcyclists are charged £2.70 during weekdays.

"When the M6 Toll opened, drivers were promised faster, more reliable journeys," the report's authors wrote.

"However, with journeys on the toll road not being significantly faster than on the M6, and with sizeable price increases every January, paying the toll remains a bad choice for motorists."
